IMPLEMENTASI KEBIJAKAN PENDIDIKAN GRATIS DALAM MEWUJUDKAN WAJIB BELAJAR DI MTS AMALIYAH KABUPATEN LANGKAT

The free education policy implemented by MTs Amaliyah Secanggang started from 2016 until now. Of course, in the education management carried out by MTs Amaliyah Secanggang, of course there are many obstacles that become obstacles in achieving educational goals, coupled with funds that only come from School Operational Assistance (BOS) funds in Madrasahs. This type of research is qualitative research, data collection methods by means of observation, interviews, and documentation. The informants are the head of the foundation, the head of the madrasa, teachers, students and parents and the madrasah committee. The collected data is processed through three stages, namely data reduction, data presentation and drawing conclusions. Testing the validity of the data is done by using triangulation techniques and data sources. The results of the study show that the implementation of the free education policy at MTs Amaliyah Secanggang goes through three stages, namely preparation, implementation, monitoring and evaluation. Also with various programs, including inputting student data into the EMIS application to obtain a BOS budget, then students are submitted for assistance from PIP (Smart Indonesia Program) and finally providing compensation assistance to orphans and underprivileged students every year
